Does International Law - Such as the Universal Dec. of Human Rights override Thailand's political censorship?

UDD Article 19 - "Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media regardless of frontiers". Does this apply over and above the Thai government's claim of the necessity for political censorship? Is any relief possible? And if so what venue?
