Is Obama shying away from debates due to his critical lack of experience?

Mccain has extensive experience with government and forign relations. Does Mccain's experience all but guarentee a trouncing for B. Hussein Obama in the requested smaller scale debates? Seems BHO is trying to keep a low profile now that he is inching ahead in the polls.
